Человеческое развитие и потребление алкоголя: состояние и взаимосвязь в российских регионах

Введение. Исследование взаимосвязи расходов на покупку типичного аддиктивного товара (алкогольной продукции) и индекса человеческого развития в регионах России обусловлено необходимостью преодоления сокращения численности населения, повышения уровня образования и жизни населения. Цель статьи - на основе полученных результатов проанализировать человеческое развитие в российских регионах под воздействием расходов на потребление алкогольной продукции. Материалы и методы. Использованы данные Программы развития Организации Объединенных Наций и Росстата по российским регионам за 2000-2017 гг. Проведен регрессионный анализ взаимосвязи между долями расходов на алкогольные напитки в расходах на конечное потребление домашних хозяйств и индексом человеческого развития в регионах России. По каждому региону рассчитаны коэффициенты детерминации и корреляции, определены тенденции изменения за период, направленность и сила связи между индексом человеческого развития и расходами на алкогольные напитки. Результаты исследования. Проведенный анализ показал, что в 77 российских регионах в 2000-2017 гг. снижается доля расходов на алкогольные напитки в расходах на конечное потребление домашних хозяйств на фоне роста индекса человеческого развития и между данными показателями обратная связь. Для сокращения риска негативного воздействия на здоровье потребления аддиктивных товаров в российских регионах рекомендуется реализация местной политики по сокращению неравенства и повышению благосостояния. Разработан и апробирован инструментарий методологического, аналитического и прогнозного сопровождения региональной регуляторной политики. Предложены меры сокращения потребления алкогольной продукции, рисков неинфекционных заболеваний и смертности в российских регионах. Обсуждение и заключение. Полученные данные свидетельствуют об устойчивой тенденции снижения доли расходов на покупку алкогольной продукции на фоне стабильного роста индекса человеческого развития в 2000-2017 гг. Материалы статьи могут использоваться для мониторинга и корректировки подходов государственной власти к направлениям сокращения деградации человеческого капитала от потребления аддиктивных товаров в проблемных регионах.
