The subject of Stalin repressions is actual both for professional historians, and modern Russian society. Due to a large number of publications on this subject we believe actual clarification of the degree of studying the problem of repressions in the USSR in 1928-1953 in the researches of historians. In particular, it is necessary to consider "kulaks' exile" of the beginning of the 1930-s within which there was a movement and eviction of special immigrants which was carried out in the USSR in the second half 1931 - the beginning of 1932. In 1927 at the XV congress of All-Union Communist Party (bolsheviks) the decision on the strengthened approach to prosperous layers of the village was made. "Fist" was declared by "the class enemy". Hundreds of thousands people that had considerable impact as on national and ethnic structure of the population, and on economy of the Soviet Union in general and its certain regions were as a result banished.
