What prevents the widespread use of electronic voting during general meetings in apartment buildings

The author analyzes the requirements of the Housing Code of the Russian Federation for holding a general meeting of owners of premises in an apartment building using information systems. Believes that requirements such as prior adoption by the general meeting of a decision on the use of an information system for holding meetings, on the choice of a system administrator, create barriers to the widespread use of electronic voting in apartment buildings. Proposes to exclude a number of norms from the Housing Code of the Russian Federation and supplement it with a norm on the possibility of voting in the information system in any form of holding a general meeting in an apartment building.
