Digital economics and personnel potential in agro-industrial complex: strategical relationship and prospects

Expanding of scopes of digital technologies application leads to the inevitable transformation of the public and social sphere. The development of the digitization process in economics changes also the educational environment as a supplier of personnel which will work in the conditions of digital economy. The article examines the directions of the influence of the main tendencies formation of information-driven society and economy on the organization of human capacity of agroindustrial complex. Specifically the authors indicate the growth of a share of products in high-tech and knowledge-intensive industries in the gross domestic product from 21.1% in 2013 up to 22.4% in 2016. Special attention is paid to the analysis of the development of innovation and personnel components of the economy in industries and regions, specifically the share of products of high-tech and knowledge-intensive industries in the gross regional product in the Russian Federation is 20.4%, in the Oryol region it is 16.8%. Human capacity is a strategic resource for the development of a new digital component of the economy. Despite the fact that the Strategy for Sustainable Development of Rural Territories and the draft concept of the state personnel policy focus on the modernization and diversification of the economy, nevertheless, there is no systematic management of human resources in the agroindustrial complex. The complex state personnel policy for the agroindustrial complex will allow to solve problems of innovative development and food security. In the conditions of the modern economy development the requirements to manpower constantly grow, education and development of new knowledge should become the purpose of workers, and the identification of incentive structures and mechanisms is the main task of scientific research and personnel policy of the state. Thus, the role of professional skills and education in the formation of the human resource potential of the digital economy model acquires the increasing demand and relevance that involves the need for the experts focused on information as a productive resource.
