Digital transformation and the use of digital technologies in the system of regions sustainable development goals

The tasks of ensuring sustainable development in the context of digitalization remain relevant and in demand at all levels of management - from individual organizations, industries and regions to national economies. In this case, a major role is played by the correct definition of parameters, exogenous and controlled variables necessary for making effective management decisions, to eliminate existing imbalances in digital and regional development. Of particular importance among the parameters and variables of digital development management in the Russian Federation is the industry specialization of regions, dictating the requirements for digital transformation projects and forming social, economic and environmental tasks that are relevant for solution in the regions. The purpose of the study is, firstly, to assess and diagnose the use of end-to-end digital technologies in digital transformation projects of the constituent entities of the Russian Federation in order to identify their regional and industry features; secondly, to analyze the focus of digital transformation strategies by types of regional specialization on solving economic, environmental, social and management problems. The hypothesis of the study is that the use of end-to-end digital technologies in the digital transformation strategy of the constituent entities of the Russian Federation is determined by their industry specialization, as well as the influence of industry specialization of the regions on the use of the digitalization potential to solve sustainable development problems. The methodological base and research methods include content analysis, binary assessment, vertical, horizontal and structural analysis. The statistical base included data from the Federal State Statistics Service of the Russian Federation and statistical collections of the National Research University Higher School of Economics. The author's results are presented by the systematization of the categorical apparatus in the field of digital transformation, the composition of end-to-end digital technologies and their impact on sustainable development, the development of a methodological approach to determining regional features of the use of end-to-end digital technologies in digital transformation projects of the constituent entities of the Russian Federation in the context of solving sustainable development problems and industry specialization of the regions. A distinctive feature of the approach is its comprehensive and universal nature, the possibility of use in decision-making systems by regional executive bodies for the strategic management of the digital transformation of the constituent entities of the Russian Federation. It was revealed that the industry specialization of regions does not have a strong impact on the use of digitalization potential for solving sustainable development problems, but it does affect the use of certain types of end-to-end digital technologies in digital transformation projects of the constituent entities of the Russian Federation with varying degrees of intensity. The results obtained can be used to improve the management of digital transformation by regional executive authorities of the Russian Federation
