Digital transformation as a factor of change in the quality paradigm of additional professional education

The article substantiates the thesis that digital transformation is a key catalyst for changing the quality paradigm in additional professional education (APE). Traditional assessment systems focused on formal criteria are giving way to a paradigm focused on measurable results and value for the learner, employer and society. The evolution of approaches to quality is analyzed – from compliance control through quality assurance to value creation. The transformative impact of key digital technologies on the educational process and assessment system is defined. Based on the analysis, the author's conceptual model "Value-Driven Digital Maturity Framework for QE in APE" has been developed and presented, including three maturity levels and five key assessment domains. The model is intended for use by educational organizations as a self-assessment tool and a strategic map for the digital transformation of activities in the field of APE.
