Digital transformation of the social nature of public administration

The article examines digital transformation as a key factor reshaping the social nature of public administration. The author analyzes how digital technologies reconfigure not only algorithmic decision-making processes but also the fundamental foundations of state-society interactions. Special attention is paid to the tensions between traditional bureaucratic systems and dynamic digital innovations, including resistance from civil servants and public concerns about predictive monitoring. Ethical dilemmas related to digital determinism and the transformation of citizens from governance subjects into data objects are explored. The article proposes the concept of a "digital social contract" as a new paradigm of interaction, where technological efficiency clashes with the challenges of maintaining human-centricity and democratic accountability. Through a critical analysis of contemporary research, the author demonstrates that digital transformation is not merely a technical process but a profound sociocultural revolution requiring a rethinking of traditional governance principles.
