Digitalization as a mechanism of overcoming destructions in the practice of regional governance

The paper studies approaches to improving the quality of regional governance in the context of modern escalating global challenges caused by the development of digital technologies. The subject of the paper is the destructions in the system of regional and municipal governance which reduce the quality of regional governance and constrain the sustainable development of regions and the state. Factual basis consists of the results of domestic, foreign, and original field empirical studies conducted with help of expert assessments. The paper identified areas of search for new models of regional governance in modern conditions in the context of contemporary evolutionary idea of “smart government”. Such models should be able to ensure effective development of government and community relations and transformation of the whole public administration system in Russia.
