Digitalization of financial management as a source of increasing local budget revenues (the case of Ulan-Ude)

The article summarizes the experience of implementing the project “Finances” by Ulan-Ude Municipal Administration via digital means. Problematic land use issues in Ulan-Ude include unauthorized occupation of land plots for the construction of capital facilities without subsequent state registration, unauthorized placing of metal garages on land plots owned by the municipality. To conduct an inventory of the plots we have used digital transformation tools. The article describes in detail technologies for using big data, artificial intelligence, etc. The indicator “Increase in income from the use of land plots under garages that are non-capital structures” increased by 5295% (from RUB 19,600 in 2021 to RUB 1,056,700 in 2024). As a result, we have identified particular land users, carried out a geodetic survey to determine the area and coordinates of the plots, etc.
