Digitalization in the public sphere: legal framework and problem aspects

The article analyzes the relationship between the two most meaningful institutions that determine the state and prospects for achieving sustainable development in Russia - the public authority system and its functioning processes, on the one hand, and digitalization, digital transformation of the state, society and spheres of social development, on the other hand. The possibilities, problems and risks of transforming public-legal regulation of social processes in the context of the development of information digital technologies are identified. The study systematizes the legal foundations and main directions for realizing the potential of digitalization of public authority and, on this basis, details the current problems of public-legal regulation of state provision of sustainable socio-economic and political development of the country. The article substantiates the importance and key significance of two defining concepts of ‘informatization’ and ‘digitalization’ for adaptation to the changing conditions of functioning of public authorities. The assumptions are made regarding a new stage of public authorities functioning with a large-scale codification of information (digital) legislation. In conclusion, the article focuses on the observance and fulfillment of the obligations assumed by the state, state and municipal government institutions, specifies the nature of the problems and prospects for the development of society and the state, the functioning of public authorities in new information and digital realities.
