“Digital citizen”: the phenomenon and main scientific approaches to definition

The research dwells upon the analysis of the phenomenon of “digital citizen" in the context of the development of digital communication technologies between various subjects of the political system. The aim of the work is to consider the main scientific approaches and forecasts related to the study of the phenomenon of “digital citizens". The main scientific methods were systematization of theoretical material, typologization of current research approaches and their extrapolation to the political practices of specific states. The paper presents the analysis of scientific ideas about the phenomenon, which became the subject of consideration by researchers less than 30 years ago, however, during this time had a significant impact on the development of political processes around the world. The authors conclude that with the help of directive, paternalistic and civic research approaches, medium-and long-term forecasting of the transformation of political systems under the influence of the phenomenon of “digital citizens" is carried out.
