Digital Massmedia and Public Administration: Legal Regulation and Challenges of Disinformation

The article analyzes the impact of digital mass media on public administration in Russia with an emphasis on legal regulation and challenges of disinformation. The methodological basis of the study is the analysis of regulatory legal acts and content analysis of telegram channels of federal executive bodies. The author examines the evolution of the Russian media business. The dual effect of increased government regulation is noted: on the one hand, it contributes to the formation of a single official narrative, on the other hand, it provokes an increase in distrust of state media and increases the popularity of alternative sources of information, such as Telegram. Particular attention is paid to the problem of fake news, which destabilizes public opinion and forces the state to adapt policies to digital threats. The article contributes to the discussion of digital sovereignty and the adaptation of public administration to new media realities. The findings can be used to optimize government communication policy and counteract disinformation. The key recommendation is to find a balance between protecting against information threats and preserving freedom of digital communication.
