Digital Platforms and Public Control of Public Policy: The Case of Online Services in Modern Russia

In the context of digital transformation in public administration, the role of public oversight is increas-ing as a mechanism for enhancing transparency, accountability, and the effectiveness of public policy. This article focuses on analyzing the most relevant forms of public control in the digital age, as well as developing recommenda-tions for their implementation and development. Special attention is given to the evolution of state programs, starting with “Electronic Russia” and continuing with modern national projects such as “Digital Economy” and “Data Economy and Digital Transformation of the State”. The analysis shows that digital platforms, particularly the “Gosuslugi” (State Services) portal, serve not only as tools for delivering services but also as means of involving citizens in monitoring and feedback processes. The study illustrates the transition from technological automation to the creation of digital ecosystems in which citizens can influence the quality of public services. Considerable attention is paid to the issue of digital trust, based on personal data protection and transparency in information use. The paper also explores the prospects of implementing artificial intelligence to combat disinformation and strengthen information security. Recom-mendations are proposed: the creation of a unified feedback platform, development of online petitions, expansion of opportunities for civic engagement, and intersectoral collaboration. Examples of successful practices, such as “Mos-cow Longevity” and “Dobro.ru”, confirm the effectiveness of these approaches. Thus, digitization opens up new oppor-tunities for the development of civil society and the strengthening of democratic principles in governance.
