Reducing the economic consequences of railway trans-portation safety violations based on risk management

A risk-based approach to managing transportation safety is currently being implemented at the transport company, the owner of the railway infrastructure, based on specialized methodological developments that take into account the ability to record risk manifestations for each functional branch separately. However, an analysis of information on the causes and consequences of transport accidents and events during the operation of JSC Russian Railways (since 2003) suggests the need for a comprehensive approach to safety management, integrating cause-and-effect relationships for all participants in the transportation of freight and passengers. It is also important to include in the consideration, based on such a comprehensive approach, third-party organizations and third parties, due to whose fault violations of traffic safety on railways often occur. An infrastructure section is selected as the object for which it is proposed to identify the risk, with its type highlighted. A model for calculating the parameters of the integral section- by-section risk of traffic safety violations on Russian Railways infrastructure is proposed. This model is based on a comprehensive analysis of the identified risks associated with the activities of each company division involved in the transportation process. Application of the model enables the calculation of the integral risk of traffic safety violations for each infrastructure section, taking into account the impact of the probability of the identified risk and the associated damage, as well as the predicted frequency of traffic safety violations, with the share attributable to each functional branch. A scale for assessing the level of integral risk for a section of Russian Railways infrastructure has been developed, and an acceptable value for the predicted frequency indicator has been determined.
