According to the author, the transition to competence-based education cannot be carried out through administrative-empirical tests and should be based on the developed and recognized psychological-pedagogical theory, accumulated innovative experience. We also need serious investments in education, a fairly long process of research, experimental development, understanding of their results, making and implementing scientifically sound and administratively weighted decisions.
