Datacentric paradigm of national development: transformation of public administration in the digital economy

The article is devoted to the study of the formation of the datacentric paradigm as the systemic basis of national development in the context of global digital transformation. The paper reveals the genesis of the transition from traditional models of public administration to a data-based architecture as a strategic asset. Particular attention is paid to the analysis of the transformation of management decision-making mechanisms through the prism of the introduction of predictive analytical systems and artificial intelligence technologies. The author explores the challenges that arise, including the problem of digital sovereignty, cybersecurity and maintaining a balance between innovation and protecting the rights of citizens. Based on a comparative analysis of international practices, a conceptual model for adapting the public administration system to the conditions of the data economy is proposed. It is proved that the formation of a single digital control loop contributes not only to increasing the efficiency of public administration, but also creates prerequisites for sustainable socio-economic development. In conclusion, the thesis is substantiated that datacentricity is becoming a key imperative for the modernization of the state apparatus in the 21st century.
