The capability of the state to act in the EU: Germany's approach

The study sets out the problem of a future model of the state in the EU countries. This model can be created on the basis of the functional subsidiarity. The latter ensures a necessary balance between the national and supranational authorities. If this problem is solved successfully, an efficient strategy for further development will be devised. It will strengthen the European identity and democratic processes. In addition, the long-term and mutually beneficial cooperation of the EU with the Russian Federation will be arranged. The author emphasizes that Russian scientists will gain more influence in decision-making in Russia if they address such issues. This applies to strategy-making with regard to intergovernmental cooperation. This also applies to the own original concepts. The research is based on the German materials. The conclusions will be substantiated in further studies. Due to the scope of surveys and the issues raised, the paper is of a deliberative nature.
