Activity of public defense institution in the field of human rights protection in the second half of XIX - early XX centuries (case study of Western Siberia)

The article reviews the features of establishing the public defense institution by the Judicial Regulations of 1864 in Western Siberia during the second half of XIX - early XX centuries. In the process of legal and history research, it is concluded that the formation and development of the regional public defense institution happened during the last quarter of XIX century. The state obliged the public defenders to protect human rights consisted in providing society with both paid and free qualified legal assistance.
