The article analyzes the activities of international organizations in the light of the implementation of the Global Counter-Terrorism Strategy. Considered legal documents of the United Nations, the Council of Europe, the European Union, the Shanghai Cooperation Organization and the Commonwealth of Independent States. Special emphasis is placed on the analysis of the activities of the UN to counter the global terrorist threat. Underlined effective forms of regulatory and organizational activities of the SCO and CIS Antiterrorism Center and its interaction with the Regional Anti-Terrorist Structure of the SCO. The article notes that much had been done to improve regional normative framework against terrorism, which could form the basis of the relevant agreement universal.
