Interregional associations of econom-ic cooperation of the subjects of the Russian Federation activity in the field of science management in 1990s

The article based on the published and unpublished sources discusses the interregional asso-ciations of economic cooperation of the subjects of the Russian Federation activity in the field of science management in 1990s. The study uses an institutional approach and the historical-legal method. The research base is the regulatory legal acts, documentation, and periodical press mate-rials of the 1990s. The study describes the reasons for creating the interregional associations of economic cooperation of the subjects of the Russian Federation, their regulatory framework, the delineation of power in the science management between the Federation and the regions, the practice of collaboration on the base of the interregional associations of economic cooperation in the development and implementation of the scientific-technical policy. In condition of the po-litical and economic crisis and problems of preservation of scientific and technical potential the interregional associations of economic cooperation of the subjects of the Russian Federation formed the basis to join forces for coordinated interaction with the Federal government on sci-ence and technology policy. Cooperation agreements had been signed with the Ministry of Sci-ence and Technology of the Russian Federation. Recommendations to the federal authorities were made and several proposals have been implemented. In condition of the political and economic crisis the interregional associations of economic cooperation of the subjects of the Russian Feder-ation were able to become the basis of the cooperation of the regions to develop and implement of measures in the field of science management.
