Crime prevention activities of internal affairs bodies in Primorsky krai during the period of perestroika (1985-1991)

The paper examines the crime prevention activities of the internal affairs bodies of Primorsky Krai during the period of perestroika on the basis of scientific studies and historical records. A brief overview of the archival material on which the research is based is presented. The forms and methods of interaction with governmental and non-governmental organizations are analyzed, and the effectiveness of preventive measures is assessed. The essence and specifics of counteracting drunkenness, alcoholism, juvenile delinquency and unearned income are revealed. Insufficient day-to-day interaction between internal affairs bodies and voluntary popular squads is highlighted. The author concludes that the existing system of measures to prevent offending was not sufficiently effective and required more elaboration and coordination of efforts not only by law enforcement authorities, but also by all state institutions.
