Activities of domestic HEIs in the development of the innovation-based economy and technology transfer market

The paper examines the role of HEIs in the development of Russia's innovation economy through the prism of patent activity and creation of intellectual property. The existing problems of transition of domestic HEIs to the “innovative-entrepreneurial” type of HEIs of the third generation have been investigated. A description of “educational-innovation” and “educational-entrepreneurial” activities of higher educational institutions is given. Nowadays, it has been noted that one of the main tasks of domestic HEIs is to actively enter the technology transfer market to commercialise HEIs intellectual property created during innovation activities, based on the use of modern tools of patent analytics. The authors outline ways of overcoming the existing barriers and solving the problem of intensifying the innovation-entrepreneurial activity of higher educational institutions.
