Based on the study of official historical documents, manifestos and decrees recorded in the Complete Collection of Laws of the Russian Empire, the article examines the activities of the Russian police during the reign of Empress Catherine II. During her rather long, more than 34-year reign Catherine II to some extent continued some of the initiatives of the deposed Peter III. She expanded the rights of the nobles; carried out medical, provincial, city, police and other reforms; approved the Charter of the Deanery or Police Charter; for the first time in the history of the country established a permanent institute of censorship and created the official profession of censor.
