The activities of the police of the Russian empire in the first quarter of the 19th century (1802-1826)

With the aim of compliance and approving a unified procedure of governance in the Russian Empire in the early 19th century the first ministries, the largest of which was the Ministry of Internal Affairs were founded. Its most important function was to ensure peace and quiet in the whole Empire. The article chronologically considers actions of the government to reform and improve the activities of the police and other services to ensure the internal security of the country in the first quarter of the 19th century up to the establishment in 1826 the third section of His Imperial Majesty's Own Chancellery.
