The significance of investigative actions in the functioning of the entire system of internal Affairs bodies of the USSR was great. Investigators conducted pre-trial proceedings, collected evidence, conducted searches and seizures, interrogated witnesses, suspects, accused and victims, charged individuals with committing a crime, and sent cases to the court. In the history of the law enforcement system of Russia - the Soviet Union, there were many reforms, as a result of which investigative units were subordinated at different times to different departments: judicial authorities, MVD, OGPU, NKVD, in the late 50s of the last century, investigators were transferred to the prosecution. The criminal situation was complicated by the beginning of the struggle for power in the Soviet state. At the head of the country was a new leader - N. S. Khrushchev, SHAPE \* MERGEFORMAT who began to dismantle the old, state, “Stalinist” machine, destroying and rebuilding the entire punitive system. All these changes have generally had a negative impact on criminal investigations. During the study period in the Altai territory, there was a serious shortage of personnel in the investigative bodies, many of its employees were insufficiently educated (there was a low percentage of those who had higher legal education), which negatively affected the quality of the investigation. The problem was compounded by a weak material base, low wages and a fairly low level of confidence in the internal Affairs bodies on the part of the local population. Despite having objective and subjective difficulties, investigative units in the Altai territory in the 50s and 60s of the XX century continued to perform their official duties, making their contribution to the fight against criminal attacks.
