Being the highest administrative officials in the regions, the governors often became the object of attention of the opposition periodicals. D.F. von Gagman, transferred to the position of Tobolsk Province Governor from Mogilev city, was frequently criticized by “Sibirskie Voprosy" (“Siberian Issues") journal. Inappropriate remarks about the chief administrator of the province, turning into outright insults, were rather the rule than an isolated case. Other officials who had come to the region from the west of the Russian Empire were also in disfavour. Occupying the key posts in the administrative system of the Tobolsk Province, the former Mogilev residents, according to the reporters of “Sibir-skie Voprosy", had organized the government system that trespassed the laws existed in the state.
