The working of the Constitution of Russia of 1993 and its implementation

The article presents the author's understanding of the working of the of the Constitution of the Russian Federation of 1993 and its implementation, their content and relationship between them. The article reveals the parameters of working of the Constitution, including its place in the hierarchy of legal acts, as well as in the country's legal system, the limits of the Constitution in temporal, territorial and personal scopes. The author shows that the basic ways of implementing the Constitution (use, observance, execution, application), connecting together, provide the manifestation of its functions. The functions, in turn, form a constitutional order. It is also shown that the category of "direct effect of the Constitution" covers the very working of the Constitution and its implementation.
