The article analyzes the concept of human resources and their role from the point of view of the successful functioning and development of the organization. Effective and competent work with personnel deserves great attention of the organization management. Delegation of authority is described as a resource for staff development. Management by delegation is seen as an essential skill in a more advanced human resource management system, in which employees are given the competence and responsibility to make and implement decisions independently.
