Out-migration of youth from Siberia to central regions of Russia

At the end of the 20th - the beginning of the 21st century the world faced a problem of uncontrolled migration processes, both domestic and international. Modern migration processes have pronounced economic, political and social nuances. To solve modern problems in the field of migration, it is necessary to use widely the available positive historical experience, both national and international. In this regard the rich historical experience in resolving current problems in the Russian Empire seems the good practices. The article presents the analysis of the problem of the out-migration of the provincial youth from Siberia to the capital and central regions of Russia conducted more than a century and a half ago.
