Deputy status in the Soviet state the period of "stagion": legislative regulation at the union level

The commentary of the Law of the USSR "On the Status of People's Deputies in the USSR", adopted on September 20, 1972 during the "stagnation" of the Soviet state, is presented. It is noted that this regulatory legal act of the union level provided extensive powers for the deputies of the Soviets at all levels as representatives of the people, who exercised their power in the state through the Soviets. However, in reality, the deputies were elected on a non-alternative basis, with preliminary approval of candidates by party structures, having a low level of organizational security of their activities, as a result of which its effectiveness was far from potential.
