Destructive phenomena in the family as factors impeding the development of responsible parenthood

The research discusses a set of theoretical, regulatory, and sociological aspects of the responsible parenthood development based on the Law No. 1604-З N 737-V on Responsible Parenthood enshrined by the deputies of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia) on March 14, 2016. The relevance of the study lies in the novelty of the law that has established the legal and social scenario of the responsible, i.e. flawless, perfect, conscientious, parenthood. Every parent is obliged to follow the requirements of this law and makes efforts to bring up the child in a responsible manner. Sociological studies have revealed the effect of alcohol and tobacco consumption by parents on the level of consumption of psychoactive substances by minors. It is proposed to introduce the principle of a sober and healthy lifestyle in the family into the Law on Responsible Parenthood as one of the guiding principles for the establishment of responsible parenthood. The views on responsible parenthood are summarized by a case study of regional legislation of the Russian Federation. Based on the research results, the authors investigate destructive processes in the family and their consequences. They identify that destructive phenomena in the family hamper the development of responsible parenthood.
