For Russia, with its variety of climatic, geographical, national religious, socio-economic characteristics of the regions where the government and society operate in the markets for addictive goods at the regional and local levels, this is an actual field of economic research. The purpose of the article is to develop a methodology for assessing the state and development of regional markets for addictive goods. We used methods of expert assessments, analysis, synthesis, analogy, comparison, monographic, indicative, statistical. The competitive model of the functioning of the Russian markets for addictive goods does not allow focusing on government tasks in government regulation. Russia is building a regulatory model based on economic interests. In the Scandinavian countries close in consumption patterns, at the national level, a state monopoly model with the leading role of public authorities in the field of health and social policy is effectively functioning, projects are unifying the government, business, youth, parents, the media, and efforts are focused on demand regulation...
