Differentiation of the population incomes in Russia and the vicious circle of poverty

The article is devoted to the study of the Russia’s inequality problem. The special attention is paid to systemic cyclical trap that is known as the vicious circle of poverty. The authors analyze the cyclical and systematic attributes of these problems and claim that such a problem could be solved by a comprehensive shift of emphasis in the national social programs and by the formation of additional deputies in the spheres of education, healthcare etc. The authors note that the equal access to basic social benefits could provide a noticeable positive influence on a radical solution to the poverty problem and on the change in the dynamics of the income of the most disadvantaged households, social status, lifestyle and behavior of individuals in society.
