Differentiation of innovation potential elements by economic system levels

The research is devoted to the problem of differentiating the elements of innovation potential at various levels of the economic system - enterprise, industry, region, country. Insufficient study of the specificity of innovation potential elements at each level leads to unified approaches to their assessment. The article substantiates the need to take into account the characteristics, tasks and functions inherent in each level: from the technological potential of enterprises to the integration of the country into global innovation networks. We have compiled a table of elements distribution taking into account the specificity of the levels. Particular attention is paid to the interaction of elements between levels, for example, the influence of industry clusters on the national innovation system.
