The dilemma of legalizing self-employed people

Self-employment is closely connected with craft activity and national crafts having deep national and cultural and historical roots in Russia. Hav- ing arisen under the influence of universal traditions, self-employment of Russians changes adaptively, does not give in to rigid formalization and is in a conflict with administration in the economy. At objectively increasing trend of the number self-occupied in Russia precisely it is not possible to de- fine this quantity as people have no motivation to voluntary registration in tax authorities. The share of the citizens who joined in a state program made the 100-th share of a percent. Administrative decisions for legalization of work of self-employed citizens made earlier were insufficient and inefficient as did not allow compensating even the costs of the development of the state program (drawing up, editing, the statement, multiplication, distribution). The attempts of legalization suffered failure, but the positions of self- occupied thus also did not become stronger...
