The article is devoted to the dynamics of the revenues and expenses of territorial self-government of the Middle Volga region in the second half of the 19th - early 20th century. The author compared and analyzed the district council financial activities of five major Volga provinces, such as the Simbirsk, Samara, Saratov, Kazan and Penza provinces. It is concluded that in 1860s-1890s the formation of the financial system of district councils is organized, its legal and institutional framework is formed. At the beginning of the 20th century there was final folding of the financial system of district councils, connected with the expansion of its work. The article is written on the basis of historical data and published materials.
