The dynamics of intellectual potential index change in the regions of Volga federal district: from crisis to crisis

The article presents the research results evaluating the intellectual potential of some regions of the Volga Federal District, based on the state statistics for 2008, 2010-2013. it shows the trend of intellectual potential index change depending on the type of socio-economic development of the region. The author emphasizes the important role of intellectual potential and human capital in the context of their influence on the competitive advantages of the region. The points of intellectual potential growth are defined.
