Dynamics of qualitative changes in nomenclature personnel of city and district committees of the Communist Party in Siberia (the second half of the 1960s - the first half of 1980s)

The study reviews the qualitative changes (educational and age level, changeability, ways of nomination and movement) in the nomenclature personnel of city and district committees of the Communist Party of the Soviet Union in Siberian regions. By a case study of official secretaries’ groups, heads of departments and instructors of city and district party committees, the research shows the interrelations between the trends in raising the educational level, ageing of personnel and slowing their turnover. The author studies the reports of the first secretaries at plenary meetings and conferences of the Communist Party regional committees, the inquiries of the heads of management accounting sectors, the statistical reports on the composition and turnover of the staff. The researcher concludes that there is a contradiction between the increase in the quality of personnel and the slowdown of their turnover, the increasing obstacles in their career advancement since the mid-1970s.
