Dynamics of political development of Russia in the assessment of regional political elites

The article investigates the questions of functioning of the Russian elite, as well as its social portrait, peculiarities of recruiting, value orientations. The author reveals value orientations of political elites of the republics of Buryatia, Sakha (Yakutia), Tyva concerning the present political development of Russia. The author conducted one of the first complex research of republican political elites in the years 2009-2010. 618 persons who represented executive, legislative and municipal organs of power of the republics of Buryatia, Sakha (Yakutia), Tyva were interrogated (576 questionnaires were analyzed). The author pursues the goal to reflect the viewpoints of republican elites at the dynamics of political development of Russia, reveals some problems, which bother the representatives of power in regions and their opinion on the reasons of the situation. The author shows that the present state of political development of Russia satisfies the respondents in general. At the same time, in their opinion, there are the following problematic directions, which require special attention: it is multi-party system, electoral system/elections, the system of organs of power, democracy, relations between center and regions, interethnic relations, the problem of personnel
