Directions of development of the effectiveness of public administration in the region

Yamal-Nenets autonomous region has large reserves of gas, gas condensate, oil, chrome ore, iron ore, coal, forest and other biological resources.

In view of the involvement in the development of unique deposits on the Yamal Peninsula, undeveloped fields distributed subsoil fund, as well as the implementation of the program of licensing unallocated subsoil fund, gas production in 2020 could reach 750 billion cubic meters per year, and oil - 44 million tons per year.

One of the indicators characterizing the level of development of competition in the Yamal-Nenets Autonomous District is the state register of economic entities having a market share of certain goods in the amount of more than 35% or a dominant position on the market of a certain product (the Registry), which is maintained by the competent authority antitrust regulation - Office of the Federal antimonopoly Service of the Yamal-Nenets Autonomous District (Yamal-Nenets FAS Russia).[1]

According to the Yamal-Nenets FAS Russia in 2007 in a regional register consisted of 144 economic entities of different ownership, in 2008 - 147, in the first 9 months of 2009, the number increased to 160.

The largest number of entries in the register of business entities operates in the field of housing and communal services - 51.8%, in the food market (bakery products, fish, meat) -  15%, transport and communications -  13.1%, pharmaceutical activities - 7.5% other activities 12.6%.[2]

Based on the analysis identifies major challenges in the field of public administration, to be addressed in the coming years:

• •     improving the regulatory and legal environment in the field of

traditional land use for priority access to the minorities of the natural resources necessary for the conduct of the traditional way of life;

• •     improving the mechanism of communities of small peoples of land in

the territories of traditional land use for types of traditional economic activities;

• •     further development of the legal and regulatory framework governing

the relationship of indigenous peoples with businesses with operations in areas of traditional land use and traditional economic activities of indigenous peoples.

Key areas of implementation:

• 1.    The development of the material base of types of traditional economic activities of indigenous peoples, these forms of trade and barter, the creation of markets for products.

• 2.    Creation of new jobs, development and support of small business, formation mechanisms of state support communities of minority peoples and other organizations engaged in forms of traditional economic activities of indigenous peoples.

• 3.    Improvement in the provision of small peoples housing, the development of enterprises of welfare and public services.

• 4.    Provision of social protection, access to and quality of education, training of indigenous minorities.

• 5.    Preservation and development of culture, language, traditions and customs of indigenous peoples.

• 6.    Improving the health and social development in the areas of traditional residence and traditional economic activities of indigenous peoples.

• 7.    Protection of original habitat and improving the environment, education, the traditional territories of indigenous peoples.

According to the directions of the executive authorities and local governments should provide targeted programs in areas corresponding to the main areas of its implementation.[3]

In the second phase (2013-2020) Sustainable development of rural areas of the Yamal-Nenets Autonomous District will be provided on the basis of regional economic growth and strengthening of the state support of the village under the program. This will significantly increase the level of employment and incomes, modernize social infrastructure and improve access to public services villagers, increase of residential areas and to preserve the traditional way of life of indigenous northerners in terms of industrial development in rural areas of the Autonomous District.
