The imbalances as factors of a slowdown in growth of the economical system of USSR in the second half of XX century

IIn the center of attention of the author is a problem of economic imbalances - the factors limiting possibilities of growth of the Soviet economy. Between them the author distinguishes primary development of the extracting industry; underdevelopment of mechanical engineering and chemistry; export of raw materials and import of the equipment; prevalence of primary productions over the final. In the article are indicated problems of planned system which failed with the role of the key regulator of the economy development. The planned system allowed to regulate quantitative parameters, but wasn’t able to regulate quality parameters of production. Huge investments didn’t promote development of economic potential as mainly went to construction of buildings and structures, but not to modernization of productions that led to growth of the technical equipment wear-out. Modernization was slowed down in interests of performance of planned indicators on what depended premiums not only the staff of industrial plants, but employees of the branch ministries. The article comes to the end with a conclusion that disproportions of the Soviet system were generated by discrepancy of a level of production development and the used mechanisms of management.
