Distance learning in penitentiaries: the project of participating in higher education

The article dwells upon the issue of providing prison inmates with secondary, high or higher education. The author emphasizes that during the last decade higher education has become available for prisoners. The project that would provide for prison inmates to get education through distance learning in one of the region higher schools (Altai State University) is proposed. Higher education is considered an institute of prisoners' socialization and rehabilitation. It fills in the private space of prison inmates by pulling them away from meaningless pastime and antisocial behavior.
