Supply contract: problems of responsibility

The article deals with the problem of the existence of voltage dips (drops) during the supply of electric energy, in addition to breaks. It is established that failures (differences) of electric energy are widespread events of violation of the quality of energy and do not depend on the fault of the power supplying organization. The authors conclude that the dips (differences) of electric energy receive an independent value as a factor that excludes the performance or prevents the proper performance of obligations. It is proposed to amend paragraph 2 of article 547 of the Civil code of the Russian Federation.
