Proof that the general plan of Moscow conflict with federal laws and is subject to repeal in part of the "reorganization territories"

The article by logically interrelated provisions proved that point 3.1.14.1 and the related provisions of other items on Spatial Planning Master Plan of Moscow against the «reorganization territories» contrary to federal laws - the Land Code of Russian Federation and the Urban Development Code of Russian Federation. The author concludes that the general plan of the city of Moscow is not applicable and should be repealed in relevant part.
