The article compares such notions as «labor organization» and «municipal property government» as the two inseparably connected but different activity spheres demanding coordinated but separate approach. A conclusion is made that the sphere of labor organization in municipal property government process includes the subjects of labor, civil, administrative and municipal law. It is proposed to place more emphasis on the issues of specialization and cooperation of labor which are the basement for the scientific labor organization.
