Dominance of the rule-of-law state means developed civil society

Problems of developing civil society and rule-of-law theory under conditions of present-day Russia are investigated in the article. Peculiarities and stable trends of functioning, development and interaction of the state and its institutions with the institutions of civil society in Russia are revealed. The idea of these peculiarities, depending critically on the specific character of the Russian state development itself, in contrast to its the western counterparts, and the character of its interaction with the society, is given grounds.
