On subsidies from the regional budget

Currently, the subjects of the Russian Federation are divided into two categories: regions donors and regions recipients. A number of entities deliberately want to withdraw from the status of the donor region, and then become a subsidized entity. The regions are unable to cover their expenses, because most of the well-collected and most "profitable" taxes go to the capital.
