Inquiry as a form of preliminary investigation

A legislator interprets inquiry as activity which can be different in its nature - from establishing the signs of a crime to a form of investigation. Studies on procedural form of preliminary investigation - the inquiry - has been developed greatly in the Soviet period. The contents of the procedural form has been changing and it depends on the political regime in the country.
