Spiritual and Moral Security in the Rus-sian Federation: Concept, Legal Support, Criteria

The Russian Federation Presidential Decree that defined the policy of spiritual and moral values’ protection prompted the scientific community to discuss such concepts as ‘protection’, ‘security’ and ‘safety’, ‘spiritual’ and ‘spiritual and moral security’. The purpose of this study is to establish the similarities and the differences between these concepts, as well as to form the concept of ‘spiritual and moral security’. The authors conclude that it is necessary to introduce the term ‘spiritual and moral security’ into the legal turnover. The paper analyses the available scientific works on the similar topics and a comparative analysis of the conceptual apparatus presented by other researchers is made. The authors distinguish the concepts of ‘spiritual’ and ‘spiritual and moral’ security. According to the results of the study, the concept of “spiritual and moral security” is formulated. The essence of the spiritual and moral security, as well as the methodology of its achievement is defined. The authors also define the object of spiritual and moral security as mass consciousness as a set of spiritual and moral assessments and ideals, which characterises it as a cohesive society. The study also offers the authors' understanding of the criteria for assessing spiritual and moral security, as well as the principles of its achievement.
