The two dimensions of the higher education crisis in Russia

The article analyzes the crisis phenomena and processes in the field of higher education. They can be divided into two types: the crisis of development and the crisis of the system and practice of higher school management. From these positions, the course of the higher education reform is considered. It is shown that the ongoing reforms have not yet yielded the expected results, including in such key areas as the transition to a level-based system of personnel training, the introduction of federal state educational standards, and the implementation of a competence-based approach. The author identifies the reasons for the current situation, including ill-conceived changes in the system and practice of higher school management and the reorganization of universities, as well as unjustified borrowing of foreign experience. It is concluded that these and other mistakes in the implementation of reforms led to the stagnation of the higher education system and did not allow it to properly use its potential for training personnel that meet the needs of the emerging economy of the innovative type 4.0. It is emphasized that in the face of the big challenges facing the country, we need big ideas, new goals, values and meanings, realistic qualitative and quantitative forecasts of possible trajectories of their achievement in the field of higher education and science.
